Schemes for declaring conformity with the Technical Regulations of the Customs Union (TR CU) 017/2011 “On the Safety of Light Industry Products”

Prior to their release into circulation, light industry products need to be subjected to a mandatory procedure of confirming conformity with the requirements of the technical regulations of the Customs Union “On the Safety of Light Industry Products” (hereinafter referred to as TR CU 017/2011). Conformity is confirmed by means of declaring conformity or by means of certification. Currently, the Provision on the procedure for the use of model schemes to assess (confirm) conformity with the technical regulations of the Customs Union, approved by the Decision of the Customs Union Commission No. 621 dated April 7, 2011, is used to access conformity of products with the requirements of TR CU 017/2011.
For light industry products, conformity may be declared under the following schemes:
· 1d and 3d – for products manufactured in series.
The application may be submitted by the manufacturer or the person (entity) authorized by the overseas manufacturer. Under scheme 1d, testing of product samples is performed at an own testing laboratory or at an accredited testing laboratory (center) included in the Unified Register of Certification Bodies and Testing Laboratories (Centers) of the Eurasian Economic Union, or at another testing laboratory registered in the territory of the EEU member state in accordance with its laws and regulations. Under scheme 3d, testing of product samples may only be performed at an accredited testing laboratory (center) included in the EEU Unified Register of Certification Bodies and Testing Laboratories (Centers).
· 2d and 4d – for a batch of products.
The application may be submitted by the manufacturer, the importer, the seller (the supplier) or the person (entity) authorized by the overseas manufacturer. Under scheme 2d, testing of product samples is performed at an own testing laboratory or at an accredited testing laboratory (center) included in the EEU Unified Register of Certification Bodies and Testing Laboratories (Centers), or at another testing laboratory registered in the territory of the EEU member state in accordance with its laws and regulations. Under scheme 4d, testing of product samples may only be performed at an accredited testing laboratory (center) included in the EEU Unified Register of Certification Bodies and Testing Laboratories (Centers).
· 6d - for products manufactured in series.
Testing of product samples is performed at an accredited testing laboratory (center). This scheme foresees a management system certification, as well as a periodic evaluation carried out by a management system certification body. Production control is performed by the manufacturer. The application may be submitted by the manufacturer or the person (entity) authorized by the overseas manufacturer.
In accordance with the requirements of TR CU 017/2011, schemes 3d, 4d, 6d are used to declare conformity of the following groups of products:
- second-layer and third-layer items of clothing and other products;
- knitted fabric;
- fabrics and materials for underwear, clothing, and towels;
- items of clothing and other products made from leather and fur;
- second-layer legwear products;
- headgear;
- footwear, except felt footwear;
- carpets and machine-made products;
- table linen and kitchen linen, handkerchiefs;
- towels, bath sheets;
- neckwear.
Schemes 1d and 2d may be used to declare conformity of products not included in the group of products subject to declaring conformity under schemes 3d and 4d, or in the group of products subject to certification.
The term of validity for a declaration of conformity under the schemes 1d, 3d and 6d is limited to 5 years. For schemes 2d and 4d, the declaration of conformity does not have a fixed term of validity.
At the applicant’s request, declaring product conformity under the schemes 1d and 2d may be replaced by declaring conformity under the schemes 3d, 4d, 6d, or by certification. Please note that if the Technical Regulations 017/2011 state that the products are subject to an assessment under scheme 3d, it is a violation to assess them under scheme 1d. Declaring conformity under schemes 3d, 4d, 6d may be replaced by certification.
